Two municipal labourers are cutting white, red and white ribbons under the supervision of a foreman. Their work is overseen by two police officers. The atmosphere of ordinary life is underpinned with inexpressible tension, which elucidates and intensifies the work-to-rule industrial action of simple labourers.
